PRAC (Project Rental Assistance Contract)

Harvest Homes is an important addition to the continuum of care for individuals with mental illness.

 

Harvest Homes is a HUD 811 PRAC (project rental assistance contract) which is like a project-based voucher where the voucher remains with the property. Housing assistance is available to eligible tenants. Harvest Homes was opened in 1997 and became one of the first permanent supportive housing choices for adults with serious mental illness in Grand Forks. It consists of thirteen one-bedroom apartments, where one unit is ADA accessible. All apartments along with commons areas are located on the ground floor, where meals and socialization are easily shared. A commons laundry room provides two washers and two dryers, all coin operated. Limited storage units are located in the basement.

 

All apartments consist of a bedroom, bathroom, living room, and kitchen. Applicants with limited mobility can navigate this property. The one ADA accessible apartment is suited to those individuals with some physical limitations, i.e. cane, walker, wheel chair.

Prairie Harvest Mental Health provides support with Case Management, nursing, activities of daily living, employment, and groups.

PRAC HUD project-based – assistance remains with the apartment.

Project-based Housing Choice Voucher Selection

Stern Place, a nine one-bedroom apartment complex, was made available through an Economic Stimulus grant under the Neighborhood Stabilization Program. Opening in March 2012 the Grand Forks Urban Development partnered with Prairie Harvest Mental Health (PHMH) to provide additional permanent supportive housing for adults with serious mental illness.

 

Stern Place, located in the Grand Forks downtown area consists of nine self-contained one-bedroom apartments. There are 3 floors, with 3 apartments on each floor in addition to a basement. . An elevator provides access to all floors. One unit on the main floor is ADA accessible. Each floor contains commons areas with lobby, kitchen, and a TV room, respectively. A basement provides storage for each apartment. Also in the basement, a large leisure area provides exercise equipment and a large screen TV. Space allows for groups and socialization.

Apartments vary in floor design and size. All units contain washers and dryers.

 

Prairie Harvest Mental Health provides support with Case Management, nursing, activities of daily living, employment, and groups.

 

Stern Place is suited for independent individuals. Tenants need to be capable of supporting themselves. Expectations include: independence with self-care, housekeeping, cooking and laundry.
